Philip J.
Murray has been involved in maritime transportation and international
trade since 1961. He is a founding governor and has served as Chairman,
President and CEO of The Maritime Security Council since 1993. Mr. Murray
previously served as Director of Sea-Land Service, one of the world’s
largest ocean carriers, and was responsible for successfully leading
their global effort in the areas of Security, Safety, Hazardous Materials
Handling and Cargo Loss Prevention.
A strong supporter of assisting
government efforts in the areas of maritime security, anti-terrorism
and drug interdiction, Mr. Murray was a driving force in the establishment
of several key industry/government partnerships, including CIP, SCIA,
BASC and C-TPAT.
He is a
graduate of The Federal Law Enforcement Training Center’s (FLETC)
Program on Seaport Security and Anti-terrorism and is currently the
only non-law enforcement instructor named to the faculty at FLETC. Within
the last eight years, Mr. Murray has visited over 65 countries, 80 manufacturing
sites and more than 130 ports and terminals conducting vulnerability
and threat assessments, security site surveys and delivering security
training to further the cause of supply chain security. He has been
recognized for his efforts by both industry and government and is the
recipient of The US Government’s “National Performance Review”
award and the CSX Corporation “Award of Excellence.”
Mr. Murray
also has an extensive background in port and terminal development and
operations. He served as General Manager for Caribbean Development and
General Manager for the Caribbean & Latin America, developing and
operating ports and container terminals in 14 countries.
Mr. Murray
served as technical advisor on maritime transportation security to the
U.S. Department of State’s Overseas Security Advisory Council
and to The White House. Further, he is Vice Chair of the MARAD/Organization
of American States Committee on Port Security, and a founding member
of the BIMCO (Copenhagen) Maritime Security Committee.
